The Filey Life Saving Rocket Company

Not the name of an album by a Seventies Folk Rock group, but the one time owners of the white pole in the distance. In order to practice rescuing people from sinking ships, they sent some unfortunate soul to the top of the pole to pretend he was on the mast of a stricken ship. Once there, they then fired a rocket propelled rope at him in order to provide a means of escape.
It either worked and another soul was saved or it knocked him into the sea and finished him off for good.
